Draconian: Adjective
1. Marked by extreme severity or cruelty, especially about laws or governments.
The despot chose a draconian punishment.
The Nazi regime was draconian.
The mayor announced draconian budget cuts today.
One of the BuHL Commissioner's forced a draconian law through the system.

Now that the definition is over, lets get to why I'm using the definition to describe a rule. (Please keep in mind that any attentive GM who has been with us for more than one season should have seen this coming. Also, upon hearing the consequence to the rule infraction, it was Kevin who coined it 'draconian'.)
The rule: On every pro team, back-up goaltenders must play at least a combined 500 minutes per regular season. Be this through replacing the starter during a bad game or 8.333 pro starts.
Failure to do so will result in a loss of 50% of player points awarded to the team on the first day of the off season and a -2 penalty to the starting goalie's DU rerate during the off season.
We have back-up goalies, they're intended to be used. Even if the debate "but my starter is capable of starting 80+ games" is used. We have an 88 game season. Even workhorse NHLers like Arturs Irbe and Martin Brodeur cap out around 75-78 games, leaving 10+ plus games to be dedicated to back-ups.
I hate to come off as a hard-lined a(star)(star)hole, but sometimes there are rules that need to be in place and enforced, this is one of those rules.
There *is* a method to my madness. A rule like this does even out the league a bit, since logically better teams are going to play their back-ups against bad teams - as opposed to risking playing a backup in an important game. Hopefully this would bring up the bottom a little. This rule will also give more value to back-up goalies as opposed to letting them rot on the bench.
Also, this should encourage GMs to do more with their lines and playing strategies. If it encourages activity, I'm all for it.
That being said a good portion of teams have already met the back-up requirement for this season, so this post should settle one of two purposes, a reminder to send in lines or a dump of information.
