The Cap:
The BuHL Salary Cap is set at $45,000,000. All players count towards the salary cap with the following exceptions:
- Players on the farm team
- Players injured day-to-day or worse
- Camped players
- Suspended players
Suspended and camped players do not get paid for the duration of time they are off the rosters and payment of their salaries won't show in the finance page.
In addition to our salary cap the BuHL is implementing a salary floor which is $ 25,000,000. Teams in violation of the salary floor will be subject to the same penalties incurred as a result of salary cap violations. Each violation, whether it be a cap or floor violation, shall result in the penalized team receiving stricter penalties for each subsequent cap infraction
Cap Warnings:
If a team is over the league's salary cap they will receive a warning (to be found in the forum) A new cap penalty system will replace the auction system. The system is as follows:

a) Team goes over the cap - warning issued via message forum by whichever committee member catches it first. Incase it's a friday night and someone is gone over the weekend, internet problems, new nympho g/f, etc. Gms will have a 3 SIM grace to get under the cap. Rule will have to be reviewed, since STHS won't allow games to be simmed while someone is in violation of the cap.

a) Next sim - 1st offence - Top player on the roster is suspended for 5 games. If team is still over the cap when player returns 2nd offence starts.
b)2nd offence - Top player 10 game suspension. One year off the contract off of the top RFA on the roster.
c)3rd offence: Top player, 20 game suspension. Top RFA's contract has to be renegotiated at the end of the season. Removal of GM season end bonuses, player points, re-rate challenges, ect ect
3. GM hearing conducted by the committee. this may result in the dismissal of the GM
Roster Limits:
Teams can no more than 25 player on their pro roster at any one time, and no more than 50 in their franchise. This is the sim's rule, not mine.
Back-up goalie rule:
Every team must have at least 500 pro minutes played by back-up goalies. Failure to do so will result in an off season fine and difficulty signing UFAs.
Roster Minimums:
GMs have to dress a minimum of 3 players in each forward position, 5 defence and 2 goaltenders. Failure to do so will result in the team being fined 500k. The money will be placed into a central fund and used by vacant 'project' teams for Unrestricted Free Agency.
